Downtown Parking and Transportation Study

This assessment and feasibility
study was prepared by a collaborative effort of Parking Resource Group and another firm in the
support of downtown redevelopment consisting of housing, retail, public
plazas, restaurants, hotels, cultural and entertainment venues, offices,
parking and a light rail station. One of the major developments was the
Convention and Performing Arts Center.
The study was comprised of five
major sections: |
- Assess existing parking
and transportation conditions and the competition between surrounding
existing municipal development and the demand for local retail business.
- Assess future parking
supply adequacy given the above mentioned redevelopment efforts and
increases in tourist activity.
- Present policy
recommendations regarding methods to improve the utilization and traffic
access of both proposed and existing parking facilities.
- Develop a parking and
traffic implementation plan including concept plans, cost estimates and
revenue/expense projections for the development of a public parking
facility.
- Present the findings of
the assessment to the Cobb Chamber of Commerce, business leaders and
residents to obtain consensus and garner support for public action on
these parking issues.

Results of parking occupancy
and duration of stay surveys indicated that parking facilities within
the core of the newly developed plans for downtown were being utilized
beyond their practical capacity, while parking in other less convenient
locations was being underutilized. Furthermore, it was discovered
through pedestrian questionnaires what were reasonable walking distances
from parking facilities to ultimate places of destination.
Assessment of future parking
conditions, given new development and redevelopment efforts, indicated
that parking space deficiencies in key areas would continue to increase.
Therefore, parking and traffic management policies which deterred
unwarranted long-term parking near retail centers and improved the
efficiency of existing facilities were introduced. Furthermore, concept
plans and construction costs associated with the development of
municipal parking facilities were created.
